Bhagnani was born in Kolkata, West Bengal^[6] in India to a Sindhi family. After schooling, he got a degree in Humanities from H.R.

College of Commerce and Economics, Mumbai. He also did a Diploma in Printing and Technology Engineering. He wanted to become an IAS Officer.
